Brief History

Great things start from small beginnings so they say. Kapampangan Marangal, Incorporation’s (KMI) humble beginnings were born from the Crusade for Moral Ascendancy spurned forth by what Kapampangans know as the “Third Force” during the last gubernatorial elections of May 2007. It started with a handful of people yearning for better change in governance. These people, few as they were, took their voice to a crescendo to be heard and they made it a point to participate in the electoral process to help seat a choice made by the people and for the people. Through their efforts, a different level of truthfulness, credibility & integrity has resurfaced as a flicker of hope for a lot of Filipinos, not just Kapampangans.

After the election, the campaigners of priest on sabbatical leave, governor-elect Among Eddie T. Panlilio took it upon themselves to retain the database and the volunteers from different areas of Pampanga. There was a consistent clamor for Good Governance and Responsible Citizenship and the need for it was like a fever that went about infectiously unto people who have been closely monitoring the events that unfolded in Pampanga. With a strong database comprising all municipalities, consisting of individuals that make up the smallest barangay (localized communities), KMI was founded.

KMI is a non-stock, not-for-profit People’s organization duly registered under the Securities & Exchange Commission (SEC) since September of last year. KMI’s basic functions include organizing, capability-building, advocacy and partnership building. Prior to official registration, the men and women volunteers of KMI maintained the group established during the campaign. This was to sustain the need to properly inform, affect, enjoin and inspire people to keep the participatory governance alive. In any form of organization, one good leader does not make up a great administration. It takes the cooperation of ordinary citizens that help seat these good leaders to have a good, competent and working administration.   To this day, that is the work that KMI continues to do.

 KMI Vision Statement

A united civil society genuinely involved in sowing and nurturing the seeds of pro-people reforms in local governance, so that Kapampangans may enjoy a better quality of life and have a renewed sense of pride in being citizens of a peaceful and progressive Pampanga.

KMI Mission Statement

  • We commit ourselves to the promotion of the ideals of the crusade for good governance towards a mutually-beneficial partnership between the government and the Kapampangan constituency; 
  • Adhering to the values of integrity, equality and unanimity, and guided by a love for God and country, we seek to work in harmony with the bureaucracy towards genuine peoples' participation, transparency, accountability and efficient/ effective delivery of basic services; 
  • Fuelled by the spirit of volunteerism and ecumenism, we stand firm in our commitment to bring back the glory of our beloved Province of Pampanga through good governance and responsible citizenship.

KMI Role

  • Partnering with local government units, including barangays(communities), for the promotion of good governance
  • Raising socio-civic awareness towards the practice of responsible citizenship among Kapampangan constituency
  • CORE STRATEGY – Partnership-building with national & local governments, CSOs, multi-Sectoral groups, etc.

Draft 3-Year GOALS

(Goals as listed are still under deliberations. KMI is looking into doable and realistic aspirations given a specified time, not just the end goals but how to attain reach those aims and get those goals. Draft goals as listed are the results of several months’ consultations and brainstorming with municipal level coordinators. This list is the final list as deliberated on during the KMI incorporators team-building/strategic planning October of last year.)

  1. Local officials appreciate and accept citizen’s participation and good governance as vital in ensuring sustained community development
  2. Transparency & accountability are practiced by local government officials
    1. Transparency also means addressing constituents’ right to information (e.g., services)
  1. Mechanisms for consultation and dialogue between local government officials and constituency are established & institutionalized
  2. Effective and efficient delivery of services is responsive to constituents needs

Vis-à-vis Constituents

  1. Constituents are more aware of their socio-civic rights and duties
  2. Constituents/sectors are empowered to participate in the formation and/or strengthening of local development councils
  3. Constituent/sectors are empowered to participate in the implementation of local development plans
  4. Constituents are empowered to exact accountability from leaders of local governments and other governance areas

Above photo was taken during the Team Building/Strategic Planning in Bataan in 2007, where the acronym "AETP" was coined to characterize the four fundamental components of good governance, using the initials of Among Ed T. Panlilio (AETP) : Accountability, Efficiency, Transparency, Participatory. These are the essential principles espoused by Governor Panlilio as Chief Executive of Pampanga..

  4. Conference on Ethical Governance with the theme “Understanding the Concept of Genuine Democratic and Ethical Governance”. The conference was highlighted by the attendance and address of the keynote speaker Supreme Court Associate Justice Adolfo Azcuna “the Legal Basis of Ethical Governance”. Local chief Gov. Eddie T. Panlilio discussed “Practical Applications of Transparency”
